Vanilla pve suggestion
I have noticed that the vanilla pve server is using server.pve true to protect players and bases. However this solution has its flaws. People can still raid, going through doors and windows, using c4 (no splash damage). Misfired bullets can end up killing you even though there were no attempts to grief or kill anyone.
I would like to suggest that the server switch to the TruePVE plugin so that doors and window bars can be protected aswell as walls etc. This can also remove the utter stupid "Take damage when damaging" function that server.pve has.
Besides that the rest of the server should ofc be vanilla.
I think the reason they went with pure vanilla is that they already have modded pve server. The way I look at it is if you want pure vanilla pve thoses are just the cons you have to live with is it fair no. Rust is not really made for pve as you can tell by the server.pve server command only way to get a proper feel of pve is just to play on the modded pve server which has true pve plugin.
